I started writing a PBEM tool but about halfway through I said to myself "I'm wasting my time--Firaxis will add auto-PBEM in the next patch for sure" so I stopped.
That was when PTW first came out and I haven't played the game since. I just stopped in to see if they finally got around to finishing PBEM support but it doesn't look they did.
So maybe I'll get working on that PBEM tool again... Anybody still interested?

Great idea! I have thought about creating such a utility month ago but haven't found any time to actually do it. I originally mentioned it over on MSN with Skyfish and Kemal about the idea of setting up a FTP site (free of course) for game deposit. Basically, there will be a set of floating icons ontop of PTW and it automatically rename and send your game to the FTP site. The "get" icon will automatically scan for your friend turn and download it from the FTP stie directly to your PTW save directory. Of course, that was month ago...I have evolved now. Basically, my thinking as of today is this: Create a set of floating icons (send and recieve). This program can directly format and send and scan your mail box for specific subject line. The rest is history (use your imagination). However, in order for this to work, you need a pop3 email account. Well, that's really no problem...if I remember correctly, NetZero do offer free pop3 email account. May be we could come up with a way to harvest those free services.
