PDF issues

Hello. I have a PDF scan of a newspaper that was scanned at a high resolution so it is rather large. I found it looks best at 2/3 of the original size (about 66%). However I can't figure out a free way to resize it. I'm planning to buy a PDF editor in the next few months but until then any suggestions?

If requested I will upload it.

EDIT: I tried the online thing that came up when I googled it. But the file is 8 MB too large.
