I haven't fully succeeded in creating an Orwellian society. But I believe I have come close to it....
I played as the Americans, opened up the world builder and deleted all the other civs, except for the chinese and the russians...
Chinese=EastAsia
Russia=Eurasia
Thus the enemies/allies of Oceania were born. I created the battle lines (The Americas, England, Australia, and Southern Africa). Then in the 1950's when I was ready. I started the revolution.
Adopted these civs to create Ingsoc (English Socialism) the framework of Oceania.
Police State
Nationhood
State Property
Free Religion (they don't have Atheism and everything else costs so much).
Then I started the first war against EastAsia, after 5 years or so, switched enemies to Eurasia, and back and forth.
When fighting, I don't have access to rocket bombs (ICBMS are not rocket bombs!). So I used Bombers/Fighters to bomb the cities and resources of the enemy. I created a massively powerful Navy and bombarded ciities.
So in a sense I created a perpetual war, we fight each other, but no one side ever emerges victorous over another. Ironically, through war, I managed to force Eurasia and EastAsia to adopt: Police State, Nationhood, and State Property. Therefore creating the mirrior images of Oceania's Ingsoc.
Eurasia=Neo-Bolscheivism.
EastAsia=Death Worship or Obliteration of Self.
In order to continue your perpetual war, you have to use cease fires and not peace treaties. Do not launch ICBMs. Stick with conventional warfare.
After a while it becomes fun, you basically become Big Brother and the Party. You can zoom in on London and imagine that at that moment (when the time reaches 1984) you are torturing Winston Smith. It's actually pretty fun, to see how long a society like Oceania can last.
Mine is at 2080 AD. So if you follow the book, than that means that 30 years ago everyone in Oceania began speaking Newspeak all time and no one speaks Oldspeak anymore, except the proles.
Now, if there was only a way to build Rocket Bombs and attack your own people, you could create a true Big-Brother society.
