persia perpetual golden ages?

Well, you obviously can't. But there are ways to make them worth your while:

1. Build Itza
2. Universal Suffrage
3. Save up great artists and bulb when needed
 
If you go Peaceful Tall with Darius you can have the mid and endgame completely GA by just storing GAs and getting Chichen Itza as ST says. But getting CI on Deity is tricky. Not as hard these days as it used to be, as a good 30-50% of AIs are fighting over the Theology wonders. Still worth beelining and chopping for. Look out for the skeleton building in other capitals.
 
A pretty solid strategy for Persia early game is to go Liberty and time your natural GA with the perk that gets you a GA. Then, you can use the finisher to pick up an artist and another GA. If you have a big enough army, that should be a reasonably ruthless sweep

I've always thought about using In-Game Editor to spawn some Chu-ko-nu with them and see if Logistics would work with a Golden Age for 3 shots

Much of the time, people really mean by perpetual golden ages 3 or more back to back to back golden ages without interruption. Especially if they achieve victory and win before it would finally end.

Just 2 of them is fairly easy. Happiness induced Golden Age and complete Taj Mahal before the first one (from happiness) ends.
To turn that into 3 (or 4) in a row, spawn and burn a Great Artist for Golden Age before it ends.

As above building or conquering Itza early and being first player to take Freedom so that you can take Universal Suffrage as first tenet will really help.
 
There's also the golden age from the Flourishing of the Arts policy in Aesthetics (but probably only relevant if Persia is going for a culture victory -- if seeking golden ages for the military bonus to aid domination, you wouldn't be taking any policies in Aesthetics).

And technically another policy in Aesthetics grants a free Great Artist, but that one is almost always used to fill out Ufinizi.
