In LOC_BUILDING_SANSEB_PARIAN_TOOLTIP there is no text saying "must be built adjacent to city center".

PS. I recommend that both buildings should be built adjacent to city center. This is like what was done to one of Spain's unique buildings in some update.

For the buildings, I'm leaving it as is for now. There's something with the buildings we want to do but as of now we're still exploring the mod tools
