Pick the worst start

In general, food should be settled first for productive cities. And to secure contested spots such as the first city site here north of England, which was fogbusted with the stolen worker. Strategic resources I want to have in time for an attack usually (or for barb defense, which was not necessary here). Against Pacal copper would've been nice though, because of the worker steal war. Chariots less useful though against Holkans.
Even without barbs, you should have probably settled one of the strategic resources by 1600BC. The horse site is a stronger city than the copper city, either working Bombay's wheat or lake tiles with lighthouse. Chariots might not work to well attacking Holkans, but your chance for peace increases with your power level. Building a few chariots might encourage a peace treaty especially if the English attack Pacal. With a shared war against Elizabeth, Pacal will forgive your earlier worker steal (+ for shared war and other diplo modifiers might be equal or greater than "You declared war on me.").

AI's don't build units of all one type. It is still likely that Pacal will build mostly archers anyway. Shock horsemen, which can be built, immediately with stables do pretty well against and type of spearmen. You could grab the copper as well, though it looks like the city site is pretty weak without food.

It looks like you are building a settler. You need a strategic resource more than a luxury resource (gold), at this point.
