Picts, a Celtic tribe?

Were the supposed creators of Stonehenge, the Picts in reality a Celtic tribe?
They were already there when the Celts arrived on the isles. The question is whether they were one of the Celtic tribes or a separate tribe altogether.

We don't have any record of their writing or anybody reporting on their speech, so it's impossible to know whether or not they spoke a Celtic language, nor what sort of language they spoke at all.

Probably not though as common dating of Stonehenge seems to predate the Celtic entrance to the Isle by several hundred years, at least.

Pictish is definitely a Celtic Language though.
 
It's also worth noting that "Picts" doesn't refer to any particular tribe or even confederation, just to Britons living above the Antonine Wall, so it's not a given that they all spoke the same language in the first place.

There are two referencing to Pictish words, one in Bede talking about Kinneil (Peanfahel) and an Irish source giving a word for a brooch (cartait or something like that).

We have oghams from Pictland, and some poems. One about King Angus son of Fergus, one about King Bridei son of Beli, and one about the provinces ... though these are in 'Irish'.

They also have Celtic names, like Angus (Unust), Fergus (Urgust), Kenneth (Ciniod), Talorgan, Drostan, Bridei, some of them the names of known gods (like Beli of Belinus, Necthan, Celtic Neptune, Taran, thunder god Taranis, etc).

I was referring to the builders of Stonehenge, which the OP refers to as "Picts".
