I am replaying GOTM60 which is on an Earth map. I want to learn a little more about modern combat, including Xin Yu's "X-Pack". So, I built one in Sicily. That's three squares from Rome (the EU civ) and three from Tunis (the Islamic civ). As part of the X-Pack routine, I had to pillage my own airbase (after my planes landed) in order to make a fort there. But then Civ2 complained with the "Break treaty, or Cancel action" message! I pillaged anyway, and the EU declared war. (the Moslems did not). Soooo .... why can't I pillage my own airbase in peace?

BTW - Does anyone know if the X-Pack is legal in GOTMs ? There is a rule against weird uses of airbases, but AFAIK it doesn't apply to this.

Anytime there is an overlapping square, the AI considers it as it's own territory.

I agree that the AI thought it owned Sicily, but what do you mean by "overlapping square" ? Rome was three squares away, so the X-Pack was not in its city view. There were EU units nearby, but I doubt that was the problem - I playtested similar positions and didn't get that result.

Hmmm..ya got me there. That square definetely looks outside a city radius...

Ele: No, you can barely see the "s" of Tunis in the SW corner of the screenshot.

I did a little testing and one replay. IMO: it was not a fluke, and the location of the AI units doesn't matter. Maybe the EU-AI thinks it owns Sicily based on some nearest-city calculation (or on last-visitor records)? In this case, distance to Tunis = distance to Rome, but maybe Civ2 broke the tie somehow.

iirc, peace time/cease fire "control" of squares and their improvements are based first on the closest city; and in the case equidistant cities, the human player always comes last. Under these conditions, squares may not pillaged up to considerable distances from any given AI city.

Also, you don't need to pillage the airbase ... building the fort automatically eliminates the airbase.
