as mika said, you need a workboat to place them in your territory. the 3 tile limit still remains, so place carefully

About the great lighthouse: do you have trade routes to enough cities? If you've only got 3 cities yourself, even with a lighthouse and the great lighthouse you'd only get 2 trade routes (unless you open your borders with another civ in range)
