Court Writer - Orbis Mod
As I mentioned on the Bug thread, I find it odd that the AI seems to crank out naval units even when it is counter-productive. I think this may be a problem in other mods as I've noticed it in the Rise of Mankind mod.
One thing I'd like to see (and I'm not 100% sure if this is the way to ask) is something from the old Rise and Rule mod and is prize ships. When a pirate took a ship, you'd get a prize ship. You could use it as a weaker/slower galleon or you could bring it back to a port and scrap it for a big boost in hammers.
I found this was A) very historically accurate as many a Frigate commander with a Letter of Marque would turn down promotion to a larger ship because they made more money from prize ships and B) help speed construction in those small island cities that don't grow quickly.
Personally I don't think "Good" civilizations should be able to build pirates. However, I think you could build a type of "Merchantman" that would be tougher than a galleon but cheaper than a frigate. It would come with the promotion (which I can't think of the name at the moment) so that it would have the chance to go rogue and become a pirate since many a 'legal' pirate went full pirate after a official war ended.
