Planting a Spy

Hey guys, new to the forum.

I just recently began playing Civ 3 and wanted to try a little espionage, but every time I try to plant a spy he's captured and killed. The civ that I'm attempting to spy on is way behind me in every aspect. What can I do to successfully implement the spy? Are there factors that increase my chances? I've tried a handful of times to no avail!

I may be wrong, but I believe it is easier when the AI in question is at war with someone. Other than that, it is just a crapshoot.

From my experience try only once a turn, if it doesnt work, try next turn, i think it give nothing to try 5 time in same turn, if the first trial fail all other fail.

It iws always a matter of luck. It will lower your chances when you`re caugth so do wait until next turn
