Planting a spy

Just started playing Civ3 and most of the documentation is pretty clear, but I can't seem to figure out how to plant a spy. I've discovered espionage, have an embassy and the Intelligence Agency, but can't find the option to plant a spy.

Any help would be appreciated.

click the symbol to the right of your city with the IA. I believe its a pentagon. this will open the spy planting menu.
