planting forests

I thought that in an earlier game I played, I could use builders to plant forests. (Late in the game, admittedly, but none the less) Did that happen or was I dreaming? What do I need to discover to do that?

You can. You have to research conservation or whatever it is. the one to make national parks one.

Conservation, yes. It's a civic, not a tech.

It's currently a bit buggy in that it sometimes won't let you plant a forest for unclear reasons.

It won't let you plant forests on an undiscovered resource.
