Plate Value

Hi, I want to play continents with 21 civ, I change map size to 200x120 and I always get 2 continents not big enough. It doesn't matter if I use option less water I always get about same size water. I dont know what is plate value, I dont see difference if I put 10 or 3 I always get similar size of continents. Is there some way to force game to create 3-4 extra large continents with less water?

And also can I have all resources in game?
