this an idea requested by Sitalkas and others.
it will be presented as a hypothetical uniting-of-the-tribes in or around 320BC. if the human player does not select them, they will not appear. they will use an existing civ slot.
they will have the ability to pack up cities and move them.
they will not be able to build workers or improvements, but they will be able to take advantage of captured ones. they will get bonus yields from horses, cows and sheep, basically as if they were improved.
their units will be built with food.
they will have to complete their goals while remaining a nomadic society ie they will not be able or allowed to research Agriculture or similar techs.
a gold goal is probably a good idea since it will keep them from teching and make them rely on trade routes and pillaging. they will basically be able to attack many civs with impunity since the can just run away with their cities if a counter attack comes.
