I see a lot of discussion saying Progress Rome is good, but authority seems powerful too. Fealty is good but I think progress is overall stronger for a wide Rome strat. Thoughts?
It comes more to your play style. I'd say try them all for yourself.
If you find your neighbours are far away, Progress will allow you to settle the land pretty fast. If they are close, Authority will give you some benefits from early warring and city conquests. My rule of thumb is: how many turns since I meet a neighbour? Within the first 10 turns that usually means early war.
Fealty or Statecraft would probably be better. There's nothing in Progress that you wouldn't get in other trees, and it's yields aren't heavier than what you'd get in Fealty. Both Fealty/Statecraft have unique advantages (WC, Religion, Trade Routes) and are more than competitive enough in yields.

Ok. I didn't understand the title. I agree with the others. If you've completed Authority, you are in middle ages. How good is it for you to have +2 production or +2 gold in each city at this point? Consider that you will not be able to build the unique wonder of progress, but you might build the one from Fealty.
