[R&F] Playing R&F and GS...

So bought the expansion pack on discount today, is it not possible to play both expansions at the same time? I have to choose which mechanics I want to play with and can't have R&F civs on the same map as GS ones? Or am I missing something?
 
Both expansions are enabled by default. Gathering Storm builds on Rise and Fall, so if you set your ruleset to Gathering Storm, it should include Rise and Fall rules and features.

It's a bit counterintuitive, but it makes sense in Civ/old school PC expansion logic where the newer expansions by default always include features from the previous one.

Ah right, thanks! I thought I saw one of the leaders disappear when I went onto GS, which is why I thought they were separate. Seems I was mistaken, having a second look.

While it may make sense that way with the legacy of previous games etc, I think it would have been clearer had they put Rise & Fall and Gathering Storm instead of just Gathering Storm. Part of what confused me is that in other games (not Civilization) you can play just the one XP.

Ah yes, Civ is kind of unique in that DLC civs aside, it's still operating very much like a game from the 2000s.
One other thing is Rise and Fall and Gathering Storm launched together on consoles, but in reality Rise and Fall was XP1, Gathering Storm followed a year later as XP2
 
I think you can enable the expansions you want from the menu somewhere?
You can see there what sets are on and disable stuff if you want.
 
Yeah there's a section under DLC where you can disable stuff.

Anyway, I realised exactly what happened, I'd seen a R&F leader, then afterwards set up a game with True Start Locations Earth map, and for some reason it won't let you play certain nations on it, and that happened to be one of them.

On a related note, what's the differences between the two True Start Location Earth maps? I saw there are a different number of City States, is that the only difference?
