Also, in order to justify the modifiers for sharing or not sharing the same religion with someone, there needs to be a benefit... so that a human player would also feel the same way, and it isn't so artificial. AI CIV's now sabatage their analysis of the pros and cons of a relationship with baseless feelings.
I would suggest something like:
1) Maybe x2 income from trade routes with foreign civs with same state religion
2) x 0.5 income from trade routes with foreign civs with different state religion
3) Extra Unhappy faces in cities = ([% of world population with a state religion of different state religion] -50 / 10)
50% = 0
51% = 1
61% = 2
90% = 4 "We need to save the world!"
4) +1 happy in cities for trading with civs of same state religion
5) +1 sad in cities for trading with civs of different state religion
This way, you will have the same feelings toward civs of same religion as AI NOW does in a fake manner that makes no sense. Why go to war and cut off trade with a CIV because they are of a different religion, if it otherwise would be to your benefit? This is a losing strategy!
Blocks would form in human games similar to how they do with the AI, and a "mixed" game of AI and human would no longer be complete nonsense, insofar as religion is concerned.

"Choosing your civics wisely" should also have some kind of actual benefit to the CIV who cares, in order for it to justify an alteration to the relationship analysis of a forign civ.
