Police State broken?

I've been playing some Always War games, which are quite fun. However, I noticed that not only do I get war weariness (you'd think that would be disabled for AW games, but apparently not), but I've been using Police State as a civic, because it's listed as no war weariness, but I still have weariness. Not only do I have weariness, but in a size 15 city, I have 15 unhappy due to the size, and then 15 unhappy due to the war. I got Police State from the Pyramids, so perhaps the weariness doesn't go away unless you know the related tech?
 
I did some playing around with it, and it turns out it was a display bug.

On the civics screen, Police State was listed as "- War :mad:" If you clicked on the icon to go to the civilopedia, it was listed as "-50% War :mad:".

And yes, it was working. I went away from it, and immediately went to 31 unhappy from war in that town.

To me, this sounds like AW is flawed, but Police State is working correctly.
 
I thought that only Hereditary rule could use military for happiness.
 
Supposedly, if you are in Police State, and have the -25% ww wonder (can't remember which one it is now) and a jail in every city, then you will have zero ww. I haven't done it yet, but according to a Firaxian, that is how it is meant to work.
