Soldier for me, with Worker a (very) close second.
What makes Weaponry/Soldier win out for me is the ability to use it as a second scout. I'm not too worried about my worker being eaten or losing turns due to native megafauna, especially if I can explore more to better learn where the nearest aliens are and prioritize working on the far side of my city to shield my worker until I get more defenses up if I have to.
Also, when playing the Slavic Federation any extra chance to get an early solar collector is HUGE due to the free technology launching your first Slavic Satellite gives you.
