For me its a toss up between retrograde thruster and tectonic scanner. However when I think about brave new world and how often you start with your settler one or two tiles off the coast, or where your immediate starting location was just very bad, I would definitely pick retrograde thrusters.

There is one example in of the previous livestreams where retrograde thrusters would have given the player a much better choice for the capitol.
 
Fusion reactor seems like it would help you more quickly buy a worker or colonist/settler.

In all of the footage I have seen, I don't remember seeing a start where settling in a different spot (other than the "default" center tile) gave significantly better tiles.

If the algorithm is the same as in Civ5, the starting position is not bad. But sometimes its good to move 1-3 tiles. But normaly you only know that if you can explore a bit beforehand.

Settlers are too costly to be able to buy them with energy, even with the reactor. The way i see it, buying everything worthwile will be impossible until too late unless you have really luck with pods. You'd be building the most important stuff with production and hopefully having an early worker via cargo or being the first/second thing in the production queue that can improce the tile will help with that.
 
Yeah 3of5 worded it better than I did. Its not like you should move like 5-6 tiles and retrograde thrusters only gives you one ring more to choose from.

The footage I was talking about is the video from firaxis where they discuss the starting bonuses. In the first example, they have the boosters as their starting bonus, and it gives you in this example both flexibility and in my opinion better starting positions. Settling in the middle or the first circle puts you 1-2 tiles from the coast and gives you a lot of tiles down south that you cannot work. But if you move 2 tiles it is a lot better.
