When I started playing deity level I finally found a valid reason to build the Hanging Gardens. Since the city does not go into unrest unless the number of unhappy people exceeded the number of happy people, you could have a luxury rate of zero percent with no entertainers and all of your size one and two cities would be fine.

I later found that if you have no unhappy people in a city then the president's day celebrations could grow that city's size fairly well.
 
i do none of these things, i build a warrior and use it for exploration while i build a second warrior for defense. the second warrior requires no support after one turn (assuming four food, two shield) because the city expands. then, i switch to settler production.

That I do, even if I already can build a Phalanx, because it's 5 turns worth of exploration. I also build either a Phalanx next or a Settler (while researching Bronze Working) if I can't build a Phalanx. With either 2 or 3 Phalanxes built, I go for the first Settler (which I want to settle where the spare Phalanx is going).
 
I usually use my first warrior for exploration while I build a settler. I just have to get it back to town before the population grows to two. This gives me my new city 5 turns earlier. I get by with 1 warrior per city unless I pop a hut until I have enough cities and some settlers to work the land I own.
