Pop rush in the occupied territories?

We have an interesting position right now in the occupied territories. We have newly acquired cities which are population 3-4 with good food, and we need to build some infrastructure, namely libraries, temples, and markets. This is the best, and possibly last, chance we will get to hurry things along a bit.

There are also some of our own cities that could use some pop-rushing to speed things up a bit, Auchtermuchty for examply which is currently putting 1spt into a Spearman without a Barracks while it is right on the border of the Indian Capitol.
