Population size, prioritization, and food resources

I find I have a tendency to spread out food resources so that all my settlements are decent. I sometimes wonder if I'm hurting myself doing this. What is the better strategy? Is balance better or is it better to handle food resources in a more hierarchical strategy. Like always making sure your capital is as good as possible and then making sure your best cities are even better.

thing is food is great, but production even better… so I tend to prioritize production over food most of the time
