Possible bug? Can't send envoys to a freed CS

Happend as following:
- declared war on a CS
- That CS got conquered by another civ before I declared peace
- I freed that CS
- I can't send envoys, the CS is marked as "you declared war"
Is it intended, that you can't send envoys after any previous war, or is the war flag simply not set back correctly?
 
I dont know what cause it but sometimes you will be friends or allied with a Civ but also at war. on paper you are friendly but you are able attack each other units.
If this happen any CS they are suzerain with, you will not be able to send envoys to. has happened to me a few times. I usally just wipe out the Civ that I am frenermies with.
 
No it's a bug. The game has some issues when environment A changes due to external factors outside the normal course of events and environment B, which was linked to A, isn't adapted accordingly. Case in point, had sent a spy to a Russian city, ordered him to spend 8 turns to acquire sources. In the meantime, I decided to go Domination, so I captured that Russian city 7 turns after I had sent James Bond there. As this city is now mine, my spy automatically gets sent back to my capital. Next turn, my spy triumphantly declares that he has acquired sources on the working of my capital city. Thanks Master spy - money well spent training you.
