Possible Bug?

I was wondering if anyone else has experienced this problem before: Every so often a civ will not expand and will just keep to their capital city and not create any more cities. Has anyone else experienced this?
 
I've never seen it last past somewhere in the 2000s BC, though. Is this later in the game or early on?

What's their starting location like? If it's all desert/tundra, they just won't grow. Sometimes, a barbarian just fortifies itself (I think this is the most common reason) inside the AI's border, and the AI will wait until it has 2 attackers to take care of it (building a settler and 3 spearmen in the meantime.).
 
When I was debugging COTM 9 I once saw a couple of civs get up to a total of five stockpiled settlers -- three for one civ and two for the other -- before finally moving them out. Insanity. But like I said, it was still the 2000s BC when they did.

I'm not sure that barbs are the whole explanation, though, because I also did some debug starts with sedentary barbs, and both civs still held back at least one settler.

Someone might've declared war on them too. In a recent game, an AI went for the Colossus in their capital with only one other city, which really slowed their expansion down.
 
It seems to go on to the end of the game and the AI never expands outward. I mean I'm bottled up but there is a load of open space.
 
The last game I played on Regent had 3 civs: Ottomans, Spanish and the Egyptians and nither of them expanded. I had a fulll roster of random civs on a pangea map. I was wondering if I might have a virus on my computer or the game itself might have become corrupted. Any thoughts?
 
@ GingerAle -- in the case I mentioned, there were no wars.

@ Seth -- Is your game modded? Sometimes mods do weird things. If it is, try asking again over in the Creation and Customization forum.

That was Civ3 Demogame 4, which was in Vanilla Civ3. Their 2nd city was in 100% jungle, too.
 
This happened with the Sengoku game, when 2 civs would just sit there. Not doing anything. So I killed them.
