Possible corporations bug

Here is my test game (SVN rev. 5216). Modern era. I have all requirements (great persons, techs, resources, civics), but I can't build any corporation. Is this a bug?

Depends. If you have the "Realistic Corporations" options on then it is working as intended. That option has the corporations founding themselves.

Yes, Realistic corporations are enabled.
May you tell me, what chance of founding corporation in some city?

do you have the automatic-founding-of-corporation option enabled?
if so, a corp isn't founded until at least 3 civs have the prerequisites to found it

Realistic Corps is the one that allows automatic founding.
