possible to mod the commerce bonus from roads + natural borders

(1) Can I mod the commerce bonus roads give me. I want my roads to give 0 commerce bonus

(2) Can I create natural borders. eg people can't pass mountains.

1) Not as far as I know

2) Yes. You can use unit slots with immovable mountains (non move air units to prevent people from attacking them) etc. This only works if you don't have units that can attack air units. Alternatively give the terrains in question ridiculously high movement costs. The last won't prevent players from going over the terrain but will make it much more timeconsuming.

you can aslo use water if the scenario has no sea.

Yes you can. It is set under terrain, so you can set the specific bonus given by roads to each type of terrain.
