The Ally City State mouse-over and News Feed are giving different bonus information.
News Feed says
+2 food capital +1 food all other cities
Ally screen mouseover says
+5 food capital +3 all other cities
Edit: Rolled back my save and figured it out. Ally status gives you 1 extra food per city and 2 extra on capital.
NEWS feed only gives you the change in food, while city mouseover gives you total.
