The new chop rule sucks. Legions cannot chop in neutral ground. Firaxis should let us chop in territory that has no owner, and allow legions to clear ground (for zero production or food yield).
 
So you should be able to swarm Legions and builders just outside an enemy's borders and chop all of the forests and jungles and drain the marshes on tiles to which they will expand, before they can get to those tiles? Losing the reward for chops outside your borders may dis-incent that sort of "tactic," but it seems cleaner to just eliminate the ability to chop or drain outside your borders. Yes, it would be nice to be able to chop a forest or jungle here or there on your way to invade a neighbor (where there are no existing roads to speed your units' progress), but not at the price of enabling "gamey" tactics like mass chopping to deny your enemies various terrain features.
 
Legions only get one build charge, and allowing them to use it to clear a path (foregoing the fort build) is not OP. Hell, CivV legions could build roads right to your doorstep.

Pre-patch, legions could burn their charge to clear a tile. Now, they can only do this in friendly territory. If the clearance did not generate any yield, they should get this back all over.
 
Pre-patch, so could Builders. But would restoring that capability for Legions mean it would also come back for builders? Should it?
 
I don't mind builders chopping out of bounds. It was de riguer in CivV. But in this game, I'd be ok with just legions, since they are more expensive and only have one charge.
 
A pretty meaningless complaint imho.

And one that I disagree with; for consistency alone Legions should follow the same rules that Workers do.
 
Damn, I wish I had noticed this patch change earlier ... I had been marching a builder out to the middle of the jungle with my military engineer to chop down a tile and build an airstrip on the way to engage with my last enemy who still holds an original capital. Oh well, time to change my tactics slightly.
