Privateer Am I missing something?

I recall from Civ5 that the Privateer could enter coastal cities. Did that change or am I doing something wrong? I can't seem to be able to take cities over using it.

Yes that changed

Privateer is no longer melee, instead it is a raider... it can pillage coastal tiles.
