Can someone explain these maps?

I have no idea what is going on here, but I am absolutely losing my mind because this can not be working as intended. Every time I leave the age of antiquity, I enter the age of exploration and it is the same map every single time. It does not matter what leader I pick, which culture I choose, etc.

Here is my map at the very end of the age of antiquity:

As you can see, six cities, at 100%. This is saved right before it transitions into the age of exploration. Age of antiquity ends, I go through the transition, and regardless of the culture I choose for the age of exploration, this is the map I get:

Not only is it a completely different map, none of the cities are my old cities, I now have eight cities instead of the six I had in antiquities, none of the wonders I constructed are there but I have wonders I did not construct. I have no idea what is going on. I have reinstalled the game several times.

Is this how it is supposed to work? Am I doing something wrong?

And this is not the only time. EVERY SINGLE TIME. I have gone through the age of antiquity multiple times with multiple leaders and every single time I get this stupid map in the age of exploration.
 
Oh that's definitely a bug, and a really weird one at that. Have you reported it?
 
check your "\Documents\my games\Sid Meier's Civilization VII\Saves\WorldBuilder" folder, if there is a "AgeTransition.Civ7Map" file there, try to save it in another folder then delete it and try the transition again.
