Privateers in settlements

I'd like something cleared up for me, because I'm having a tantrum and reloading a dozen or so turns back to stop the Arabs winning the Theory of Evolution. Honestly, with the settlement they built it at, there is *NO* way they should have beat me by 2 turns...in fact, it seems they'd only been building it for 6 or so turns, and it was going to take an Ottoman settlement, with mines, railroads and a golden age, that long! I think they even started it AFTER the Ottomans...

So, upon reloading, I messed around a bit, and they started building it at another location (since I traded Scientific Method for gpt), and thank the gods it was gonna take 13 turns, and I was at 10. But, the most important thing...they also did not declare war on me, and that is what I want cleared up. The Arabs, originally, bombarded a Privateer of mine in a settlement - is that an issue that has popped up before? I think they declared war because they bombarded my Privateer while it was in a settlement. They had the chance to attack my Privateer, but my settlement got in the way (the AI appears to have a fetish for attacking Privateers...I have a fetish for demolishing their powerful fleets with them in peace time :D). Removing my Privateer fixed things, as they probably didn't intend to start a war with me at all...

Or am I off the mark? I know that changing some minor decisions could affect the outcome, but since as the AI goes after Privateers...

EDIT: Just did a quick search (probably shoulda done one before). Yowsers! It is a bug. Thought it might be. Well, good job I decided to reload my save. On another note, my first and proper Emperor game is going quite well. 50% corruption modded in. I'm ahead in the tech race, which is why I also want the Theory of Evolution, keeping just ahead. Think I'll spend my free techs on Replaceable Parts and Electronics (Hoover Dam). I conquered an entire continent (well, island) and turned it into one big farm, especially useful since I'm a Monarchy. Too much war for my play style (turtling). I am devious, also, stealing enemy wonders. I even took Magellan's Voyage off the Romans...well, Pompeii was next to a source of coal, and I had none within my borders...
 
A privateer in a settlement is sort of a bug IMO. It has been around forever. I do not build them. If the Preserve Random Seed is on and you do things in the same order things will not change.

If it is off or you do some things in a different order, you can get a different results. I would bet that during the war they got an MGL. The AI is able to rush wonders with an MGL, while humans cannot.

This was not intended, but was just sloppy bit of implementation. They failed to realize that the AI does not use the GUI and did not put a check in for the AI.
 
Well, the war as far as I know consisted of my fleet versus theirs, with a few land battles mixed in. No MGLs on either side. He must have been from the war I roped the Romans into, or another time.
 
Did someone beat the Arabs to another wonder and they started the TOE as part of a wonder cascade (effectively using the one they mised as a prebuild)?
 
Nope. As far as I know, the only other wonder being built is Universal Suffrage, and no one has completed it yet. Erm, another question: the Ottomans will take 6 turns to complete the TOE. I will also take another 6 turns (well, 5 if I decide to finish ahead of Atomic Theory). Who will get the TOE? Is it the one who started building it first?
 
The AIs do everything on the In Between Turns, so if you are 'even', they will get it first.
 
Darn! Well, as long as I keep off the tech adviser, it should only ask me what I want as my free techs the turn after I complete, once AT is mine. I hope.
 
If you've selected to preserve it when checking all your options for a new game, it means reloading won't give you a different outcome. So, if your elite Privateer was defeated by a paltry conscript barbarian Galley last time round, it will be this time round again. Only if you change another decision after reloading (e.g. moving a unit you didn't before) will a different outcome now be possible.

Also, just experimented. I got the TOE first, not the Ottomans. Could it be I had more shields in the box, less needed? I did have more shields than them, but, you know, it could be anything...
 
No, you go first on the IBT, so when you and the AI each show 1 turn left, you win.
