Problem: Units won't move

So I recently getting back into doing single player run throughs with mods of Civilization V BNW. Unfortunately, I've ran into a bug, when I start up a game, I can't open any unit UI or even use action keys, I can only move them with right click. I've disabled all of the mods that would do this (I doubt JFD's Civ mods would do this) and still buggy. Even odder, I can engage in diplomacy with city states and A.I, just not access any unit UI. Any help?

(I know this is probably in the wrong spot but I don't know where this could go)
