Problem With Instaling mods...

Hi ppl.
i have problem with running mods on my Civ4 BTS v3.03.
i donwloaded the MaxRigaMod and instaled it but when i playing i cant see or use the new units only research techs..
and when i instal new civics and load them i cant find the civic in the civic list in the game...
plz some help?
if somone can explain in russian he welcome

Have you actually activated the mod ? (From Main Menu->Advanced->Load Mod or via Civilization4.ini Mod=...)

Otherwise you need to check if the mods are compartible with the version of the game you got...

In the mod documentation, most commonly. If it's not documented there, you will need to ask the author.
