Problem with Liberations?

Ok, how exactly do liberations of civs work? In some pre-patch games i was given an option to "liberate" cities back to their original AI living owner when i captured them. I just finished a game, winning a cultural victory, but nothing of the sort happened. I intervened at wars between other AI trying to keep the balance of power, but i ended up trading cities back, without the liberation diplo bonus. Capitols and normal cities.
And as i recall now in a pre patch game when i liberated a dead civ he didn't appear on the diplomacy list.
I know i have asked the same question before in a thread, but was rather worried my question has been overlooked.

I mean, in theory, after i capture f.e the Mongolian puppet city of New York i should be able to hand it back to the yanks for a diplo bonus, yes? By a special diplo option, instead of trading it back for 0 gold just earning the "we have traded recently" modifier, yes?
 
You can liberate one city back to a civ that was wiped out in order to bring them back into the game. After that, if you want to give them a city, you have to "trade" it, and they never really do care if you give it back (in fact, after liberating them, they've probably already denounced you, which happens every time to me). I've never seen the option come up with a living civ. I've railed enough against the liberation system, so yeah.....I'll leave it at that.
 
I haven't played the game since the new patch came out, but in my pre-patch games I liberated both Rome and Siam; I was hoping to create a buffer zone between me and the Persians.

Unfortunately, liberating either civ did little more than assure me a permanent vote for a diplo victory.

I was hoping that liberating civs would provide me with more sway when it come to diplomatic negotiations.

After liberating Rome (for the 2nd time, mind you), Siam declared war on Rome. I tried to play peace maker by demanding both parties make peace with one another. Instead, they decided to brush me off as they had "no interest in making peace" with each other.

Rome ended up getting conquered by Siam several turns later.

Oh well.
 
Whilst I never resurrect dead civs, (if they were not good enough first time round, they are likely to be a waste of space anyway), I often liberate dead CSs. The bonuses you can get from these are well worth the effort.
