Problem with Nationalism v1.17f

I just recently got Nationalism so i could go into a few MPP's and do a little drafting, but my game will not allow me to do either. I got to a diplomacy screen with another civ and it doesn't show the MPP's. Does anyone know why this is I will not be able to play my game because I desperately need these and drafting. I can go into mobilization though (not that i want to) Again I DID d/l the 1.17f patch and this is the first time i haven't been able to do this

Could it be because part of this game was played with 1.16f?
