Problem with stephs expanded editor

hey when I try to make my own expanded mod it said my first map.biq is rejected I have my civ 3 complete in my documents due to no ability to edit the biqs in my program files x86 to parental controls my computer is a surface pro(win 10) how do I fix it
 
Last night i copied my first map.bix to a biq when I use the editor to open it from my documents it didn't let me it rejected it

I the the editor on my surface and my new computer and how I find my framework
 
My surface have no internet but my new computer has it but I can import Microsoft net framework to my surface
 
So where can I find my net framework

Are you kidding me? You absolutely are a troll.

You are too lazy to click on the links everyone has provided you, ask repeatedly for the same things and are provided things repeatedly, and ask for things when you have no internet or computer or both (whatever is more convenient for you to push off actually using the things people give you).

I cannot believe that you can't be anything but a troll, as you are putting in negative effort in learning how to mod. You asking for help usually is as descriptive as "this doesn't work help me", which requires significant probing from people to even understand the problem. Afterwards, you actively ignore advice people give you, and seem to have this strange expectation that everything you need will magically appear without any effort on your part.

Stop treating us like servants.
