Problems editing and saving .ini files

Hello everybody!
I am currently trying to merge two, hopefully three mods, but I have a serious problem: My computer seemingly refuses to save .ini files. It opens them and edits them, but when I then tries to save them, it says that the files i unavailible. If I then saves it under anyother name, it just makes it a notepad file.

I was wondering if anyone could merge the two files for me or help me here : ) do I need any specific applications or something to create the .ini files?

You can just delete the old ini file, and rename the notepad one to the same name. There should be no special software requiered. Ini are plain text files.
