Problems trying to play with patch 3.19

Hello there
I've searched around the web and these forums too, but I haven't found any threads discussing this particular problem I have encountered.

I have Civ 4 complete with Warlords and BtS installed and patched to 3.17.
Some mods I use need the 3.19 version so I downloaded patch 3.19 from the download section of this site.
Now, after installing patch 3.19 I get this problem when trying to run Civ 4 :
When I try to run the game it doesn't start and instead gives this error message (a rough translation from my language) :
Sid Meier's Civilization 4: Beyond the Sword stopped working. A problem has prevented this program from working. Windows will now close the program and will let you know wheter there is a solution you can apply to this problem.

This only applies to BtS. The normal Civ 4 works fine, but I'd much rather play BtS.
If anyone is familiar with this error, I'd be grateful if you could help. My apologies if there is already another thread concerning this error.

does it offer to send a report? if so please click on show report and post a screenshot of that. If not please check the windows event manager for that error message.

This is Windows Vista. There was no error report at all.

I disabled UAC over a year ago.
I think I'll try to uninstall/install the game from scratch.

disabling UAC disables the constant prompting but does not elevate permissions - you still need to do that manually.
