problems with patch, or steam?

Hi all, having problems downloading patch, no option to download. Having searched a bit, I found a possible cause - whenever I access steam in game it starts in offline mode, and asks me to connect to the internet and try again. However, I'm already connected. Any ideas why this is happening, and if it is the cause of me not being able to download the patch?
