Program For .TBD File Extension

As the title says, I am looking for a program that can open files with the extention .tbd. I ask because I have been searching for months without any success. I even tried filext.com, which gave me the name of a program that it says is no longer in existence.

So can anyone helpme, or am I out of luck on this one?

It is possible that it actually a different file type, for example try renaming example.docx to example.zip. Do you know the program that created it?

They are files for a game by Activision called Riot Police. I want to mod the game data, which is in the .tbd files. I am assuming the program that made the files is probably an in-house program used by Activision and might not be available.

I was just wondering if anyone else had encountered .tbd files used by something else and if they had a program that could open them. I'll try giving it another extenstion, and see if that works though.

Just try opening it with wordpad, and if all you get is a bunch of crap, I would assume you would need to use a hex editor...

Stupid me, I was so focused on finding a specific program to open the files, I forgot all about hex editors.
