Proposal for a Civfanatica military alliance

We are currently testing the waters of Civfanatica to see if the fanatics desire a Civfanatica Military Alliance. This will be a looser agreement between states that will ensure mutual cooperation in case of an attact.

The main question is if you want a leader of the alliance, or simply an agreement based on equal status between members.

This is a first draft, based upon the defunct 'Martial Proposal'.


The Civfanatica Treaty Organisation

Preamble: The purpose of this document is to ensure the security of Civfanatica once and for all. We plan to achieve a higher level of mutual cooperation, to ward off all enemy attacks and to grant Civfanatica acces onto the international stage.

Points:

1. The name of the organisation is the Civfanatica Treaty Organisation (CTO).

2. The individual nations maintain their territorial integrity, their arme forces remain under individual national control.

3. The chiefs of the armed forces for all member nations agree to meet once a week for deliberations.

4. All information on the military effectives, funds distribution and chain of command are to be shared by member nations.

5a. A military commander and depity should be ellected to co-ordinate the activites of the organisation.

5b. A temporary commander of the Civfanatican armed forces is to be appointed only in case CTO is under attack or has decided to hold agressive action against a foreign power.

5c. The UN delegate or the Regional founder is to co-ordinate hostilities in case of an agressive action against a foreign power.

6. Members who whish to retire from CTO will have to give a 3 days notice.

7. The readmittal of a nation to CTO will have to be agreed upon by 2 other members.

8. All proposals to dismiss one of the members will have to be backed by 3 other member nations.

9. Nations will have to vote and decide if CTO will be an agressive or purely defensive organisation.

10. All decisions made by CTO require a 50% quorum.

11. Decisions pass if they have the backing of at least 50%+1 of the voters.

You are free to make any suggestions. Voting will take place once a final draft is constituted.

The Lord President believes that this is an interesting idea. We have a few questions:

Will this be a voluntary organisation separate from the Treaty of Civfanatica (ie. no resolution will need to be passed)?

If this is the case, what happens if the UN delegate/founder are not members?

Will the CTO attempt to represent all of Civfanatica or just its members?

Can the CTO guarentee that non-members will not be threatened as a result of its actions?

Will the CTO increase the chance of a Region Crash of Civfanatica as it will seem to set more of a challenge for would-be invaders?

What happens if the delegate, founder and CTO commander cannot agree on action - who has the final say?

If it is decided that the CTO is an agressive body, does this not contradict the preamble?

The USC supports founding a defense alliance. It should be an agreement based on equal status between members.
Of course this treaty organisation could have secretary general who represents this organisation and gives statements and press releases to public.

1. Will this be a voluntary organisation separate from the Treaty of Civfanatica (ie. no resolution will need to be passed)?

If we will not achieve quorum the organisation will be volutary and not an integral part of the Treaty of Civfanatica (TC).

2. If this is the case, what happens if the UN delegate/founder are not members?

Aphex, the current UN delegate will be a member. If the delegate/founder decide not to join, the organisation will remain a part of Civfanatica. It is the decision of the majority of members on weather or not to interveine in the defence of another non-member nation. Also, see 1.

3. Will the CTO attempt to represent all of Civfanatica or just its members?

CTO will attempt to represent Civfanatica as a military power. If however accesion will be voluntary, then it will represent just the adherent nations.

4. Can the CTO guarentee that non-members will not be threatened as a result of its actions?

No Civfanatican non-members will be threatened by CTO, unless an ageement is made by the majority of Civfanatica.

The majority of members / majority of Civfanatica.

Sometimes the best defence is offence. It is entirely at the latitude of member states to decide weather or not to interveine in a conflict between foreign regions or against a foreign power. However, the main purpose of the organisation is to defend Civfanatica.

Blue-Crossed-Flaggy has decided to stay neutral. Therefore, we will not join any kind of military alliances, not now and not in the future.

We ask other nations to recognize our neutrality.

Cilpotistan is considering the CTO. No decision will be given until a vote among the people of Cilpotistan.

We, as a benign nation with no desire to take to arms against anybody, and with an unquestioned nutrality would only consider any alliances if they were to help guarantee Cilpotistans neutrality in times of crisis.

Our desicion will be posted in the near future, after voting and analyzing the terms of the treaty.

The CTO is an interesting twist on what the NRI had originally formulated; the main difference being that The NRI plan had an open vote, allowing for nations incoming to decide wheather or not the treaty was neede, the other side is/was if the treaty was ratified all regional nations had to contribute an equal amount of soldiers and arms to a standing fanatican army

Total Khaos could support a defensive alliance, but wishes to remain neutral for now. This decision shall be reviewed when the final draft is finished.
