Proposed change in our provincial procedures (Governors)

Well see, Shaitan, you're kind of changing the meaning here, you silver-tongued devil :) . It's not a "vacated" office we're talking about here. It's the changing of Provincial borders. IF a situation arises, where we must ABSOLUTELY change the Provincial borders in such a way as to "ADD or REMOVE" a position, then this rule would come into play. If an official bails on the citizens or the citizens evict them from office, then we have rules for filling "vacancies". We are drifting too far from the original intent. You are still stressing special elections and the "let's hurry up and get this done" plan.
 
No, I was trying to differentiate between the 2 situations. My proposal would be something like:
Vacated office: As we are now, with Presidential appointments.
Created office: Fast Track (special) election.
Deleted office: Do not implement until next term.

I agree that a position should not be removed mid-term. I disagree with letting a seat go unfilled until the next election.
