Judging by a combination of polls that I'm doing regarding rush-buying and a minimum gold level, I thought that the following discussion was a necessity.

The voting seems to indicate that the rushing of certain available items is approvable by the majority, as is a general balance of about 500 gold.

This means that we have, right now, about 350 gold to work with (as our treasury is about 854 gold or so) and the impetus to use it.

The question now is "How do we use it?"

To put up polls like my rush-build poll is slow and ineffecient when there is a large surplus. Basically, we can build like 5 or 6 items right now and not drop below 500 gold, but polls only allow for one vote at a time.

In order to preserve some fluidity in the game, I am proposing a system by which the President, during the course of play, is given the opportunity to exercise sound judgement in the use of surplus to rush-purchase key items. Again, here the definition of "surplus" is the amount of gold we have on hand past the 500 gold mark.

Here are some options I think we should consider:

1. Allow the president broad leeway to rush-buy with a surplus, but only in certain areas (such as military, wonders, trade caravans or some combination).
2. Allow the president to rush-buy with the surplus but only in one SPECIFIC area during a given set of turns. This area would be voted on in a poll. For example, we may vote now that the President may rush-buy at his/her discretion, but only for food caravans to be used for wonders (allow the 500 gold to be used in military emergencies if necessary).
3. Allow the president to have total freedom to rush-buy with the surplus where he/she sees fit.
4. Keep posting polls to decide on specific items one at a time.
5. Allow governors to include rush-buying in their city-by-city polls.

Of course, we can have a combination of any of these. For example, the president may have the ability to rush for military and wonder purposes at any time, but the Interior Minister or some other cabinet member can still hold a poll to see if we should rush a university or sewer system in the SSC or something to that effect.

Let's discuss.

p.s. I think it is generally agreed that incremental rush buying (if possible) will be employed whenever rushing is decided.

I think that's about the best option we have IMO.We should vote on a "policy" on how to use that gold ,For ex. in war time for bribery etc. or for wonder rushes.I would say that wonder completion is about the only exception where if needed a president could go below 500 gold.In case of no emergency i would propose we let the treasury grow withought much spending so we can have about 1000 to 1500 gold in our treasury.Everything that come's above that number could be voted on as allowed spending ,the president should for ex. freely have the possibilety to spend everything that come's above 1500 gold is so voted on by the people.
Also the people should have to vote on what they preferably would want to use their gold on.That is if we should use it primarl to bribe enemy city's or for infrastructure rushing.

I feel that we should aim to keep our treasury at a similar level to the minimum level which looks like it will be 500 gold. We do not need excess gold burning holes in the presidents pockets so it would be a good idea to let him rush build some things. We could have a poll with general categories like Caravans, Science, happiness etc. The winning categories would be given priority depending on the amounts of votes they get. Wonders could be given complete priority if no caravans can reach the city in time before a rival empire builds it instead.

We could also set a maximum treasury where the president could aim to rush build production if we are about to go over the limit.

I like the idea of voting once (per term, maybe?) on a general policy of rush-building. I think we can choose at that time (each time) whether to focus on one area (e.g. food caravans for wonder building), or several areas (city infrastructure and caravans, for instance), as our needs/wants will likely change over time. Also, I think the minimum treasury amount should be up for review periodically. I know in my games the minimum I try to keep tends to creep up during the game.
