So what happens here? Suppose you are suzerain of a CS and someone attacks it. You don't want to lose your vassal, so you declare a protectorate war. You hammer the attacking army and generally make life miserable for the aggressor. They sue for peace. But if I understand things aright, they make peace with you, not the CS. Are they still at war with the CS?

This nearly happened in my last game, except the game ended (RV) before the war was over.

If you are suzerian of the city state when you make peace with another Civ they also make peace with the city state.

You get a low-grievance, war-weariness-free war handed to you, and you want to make peace? It's an opportunity. xp your units.

pillage pillage pillage , game over for the aggressor
Having a a CS between a neighbour and myself can dictate my game plan.

Phase 1, get a fair sized army together and try and keep the civ off the CS until you get the Casus at Defensive Tactics and avoid a classic golden age if possible.

Phase 2, denounce the AI 5 turns before you get defensive tactics, start pushing toward a golden age and let the AI attack the CS.

Phase 3 declare war on them the turn they do so you get the full 50 grievances and if you had not pumped any/many envoys into the CS let the civ take it for another 50 grievances. Take the CS back either keeping it or freeing it but you may as well pillage it while you are there. Now go into the AI lands and pillage the hell out of them destroying any troops they make which runs them low on gold. If you are lucky this may make them go dark but regardless they are loyalty vulnerable

Phase 4, take their 3 largest cities without too many grievances and the rest will flip with a bit of luck.

Regardless yes, it is game over for them, you must remember that once they have their eyes set on taking a CS they probably will not stop going for it.
