PSA: Dead civs can still flip free cities

I just had a domination game with Chandragupta, along the way there were a lot of small cities loyalty flipped to me, but I refused them cuz they were too small and insignificant. The thing is, when you refuse a free city, it will ignore your loyalty influence and gradually flip to the next in line. In my game, the city flipped to Spain, but just a few turns before, Spain was already killed by me (with defeated screen delivered by Philip and all that). So Spain was revived for a few turns, before that city flipped to become free again, the cycle was endless until I put an end by military conquest and razed that city.

Sounds like another oversight by the designers. On the other hand - if you refuse them you "could" potentially argue that some renegades revive their civs.
 
That's because their cultural influence is the highest after your own. Not a bug, just intended gameplay. Should have just accepted the city, or alternatively you can conquer the city and claim it as your own anyways.

(don't see why you'd refuse cities because they're "small and insignificant" anyways, it's not like civ 5 where bad cities ruin your good cities)
 
I don't think it is intended that somehow a dead civ can influence loyalty of a city. I don't want to accept the city cuz I'm on a conquest and have about 20 cities of my own and currently having amenity problem.
 
Realistically you could argue that all of Spain's population hasn't been killed off, and remnants drift to the free cities. But from a gameplay perspective it's kind of wonky and cheesy.

Ah, because you still "refuse" them, but the spanish loyalty magically doesn't go away? That's really annoying.
 
Flipping back and forth is probably not good and ought to be looked at. But, I like the idea that a civilization can come back from the dead. It's happened a few times in the real world and it's kind of a neat mechanic.

To be fair, if a civ is eliminated, it means it is so weak that it cannot survive. Even if it is brought back, it will miss a ton of progress, the chance that it has even the smallest impact on the game is unlikely
