In order to enable DX12 interfaces you have to go through steam.
Steam, >>Library>>select Civ VI.. hit play....you will be given a choice to play it or it with DX12. I selected DX12 (since I have a GTX970) and it fires right up.
Game looks noticiably better, things pop out. Not sure if it helps performance but Ill try to remember.
