In vanilla Civ3, when a city grows the game maximizes production as long as there is a minimum surplus of +2 food. (The shields of the new tile already count, while the commerce doesn't. Yes, that is strange, but that's how it is.)
PTW doesn't seem to do that, at least not always, and at least not by default. I've tried to have the governor emphasize production, but that didn't make any difference.
Am I overlooking something and is there a way to make PTW act the same as vanilla Civ3?
If not, this puts the PTW player at a disadvantage.
Edit: It looks like PTW wants a minimum food surplus of +3 instead of the original game's +2.
