PI #5 charges Chieftess with violating COL D.1.D, which states "A Governor organizes tile use in his Province". Since the begining of Term 6 I have posted in the Turn Chat Instruction thread, as well as The North Province thread, that Kuhkaff should be kept on minimal growth and maximum production. This is not a difficult task for anyone to do, even if they are Domestically challenged, which I'm sure Chieftess is not. But Chieftess continually focuses the labor force in Kuhkaff on growth, even though production is continually called for. Production has been needed for two resons - 1. Kuhkaff is currently building the Military Academy, so all possible shields should be used without causing starvation. 2. Hapiness problems will arise towards the end of the building of the MA. By focusing on growth, Chieftess will be causing premature happiness problems in Kuhkaff. The funny thing about this situation is that in DG1 Chieftess changed tile use to thwart the growth of my cities (ie Khatovar, Cyrus, etc.), now that growth will cause happiness problems, which I have pointed out to CT, she is pushing in that direction.

Because, as laid out in D.1.D, I am the one to organize tile use in my Province, not Chieftess, she has violated this law too.

Below is a picture of the Kuhkaff city screen which shows a lean towrds growth. The laborer situation is slightly better in this 1200ad shot than earlier shots.

After leaving the Instructions twice, I assumed they were taken care of. Now two t/c's later, we're still on growth. And this is after questioning CT in the t/c.

Maybe I'm missing something here, but isn't this the same charge as the other PI? Look in the latest turn chat, I have put both of those tiles on the hills. Domestic also wanted to have cities grow. If I had a clear picture from both sides presented in the turn chat instructions thread, this wouldn't have happened. Especially with 3 turn chats lasting less than 3 turns, and different instructions in EACH turn chat thread. I don't know if they decided to change an instruction from the last turn chat or not.

As the 24 hour period is up and I just saw Ovtavian X leave the sub-forum, I will make the first citizen's post. Yes, CT. You are missing something here. This PI is about a law that hasn't been brought up in any other PI yet. Also Domestic doesn't decide how to place laborers on a city screenshot. Domestic and The North Province did have discussions about growth, but the turn chat instructions for Kuhkaff of minimal growth and max production took those discussions into consideration. Also the instructions for Kuhkaff never changed.
 
The instructions Governor Cyc left were, contrary to his statements, rather misleading. He instructions were, to quote...

Kuhkaff should be kept on max production.

If those either of those two tiles not producing sheilds were altered, there would be starvation in the city. It would only be safe to assume that, after such unspecific instructions, that growth was preferable to starvation.
 
Even in this picture Octavian X, if an irrigated grassland was changed to a hill, there would be more production, and no starvation. This is the most recent screenshot, and even though it is not on max production, it is better than all the other Kuhkaff screenshots during this administration.
 
Once again this charge is completely incorrect. If Chieftess missed, ignored or refused an instruction then she is guilty of that offense. The DP is not a governor so cannot be liable for the organization requirement ascribed to a governor. Cyc is the only person who could be held liable for breaking this law in the North Province.

As there were no specific instructions, only a generalized statement, even the actual crime of not following instructions wouldn't even work here.

As usual, I am boycotting this PI and this will be my only post in this thread. I will not be following any discussion here so if moderator help is needed please PM me or use the "report this post" link at the bottom of a suspect post.
